Problem Summary: User account screw ups, and the weird powerreg that wont go away

I run windows XP. Ok well this all began about a week ago. I clicked my account to login, and it sat at the loading part for about 30 seconds, and then said that there was something wrong, and it went to a temporary account. I'm not sure if this is related with powerreg scheduler, but then I went to copy all my old account info into a new folder so that I wouldnt lose everything, but it stopped the copying because it wouldnt let me move powerreg scheduler, which is how I found the thing in the first place. I deleted it out of the start menu and I tried deleting all instances I could find but it is still there and the "startup" folder in Start wont let me delete it. I would really like to know if these two things are related, and how to get rid of powerreg scheduler. Also, my file associations wont change idk if that is the virus or just my computer dying. I'm starting to get frustrated enough to do a system wide and just reformat.
