Uninstall Sogou related programs from Control Panel

Problem Summary: sogou homepage still appears

Hi there, I was browsing through the internet last night when i accidentally press on an "install" programme of sogou that's written in Chinese. I didn't complete the steps of installation but somehow or rather the system assisted to do so. then I quickly went to uninstall the programme. but my homepage by then had turn to http://url.cn/BSiQt3 (for IE). Tried the methods taught online on how to remove but it doesn't seem to work. those registry values,files & folders mentioned. I don't seem to find them anyway for me to delete. Could it be due to the fact that I didn't complete the installation, that's why I can't find any of the mentioned files? I just want to remove it completely... Any kind soul may help?!
